US Power Grid at Risk as City Spends More Than a Week in the Dark

18 month blackout: Concerns about the resilience of the U.S. power grid are drawing renewed attention after warnings that a coordinated attack on critical infrastructure could, in an extreme scenario, trigger a nationwide blackout lasting as long as 18 months.

The warning comes as parts of northwest Indiana continue to deal with an extended power outage following severe storms that damaged electrical infrastructure. Gary, Indiana, has been among the communities affected, with residents facing prolonged disruptions to electricity and basic services.

The broader concern centers on the vulnerability of the country’s aging electrical infrastructure. Jon Wellinghoff, a former chairman of the Federal Energy Regulatory Commission, has previously warned that a coordinated attack against a small number of strategically important substations could cause serious disruptions across the interconnected U.S. grid.

Why substations matter

Substations play a critical role in moving electricity between power plants, high-voltage transmission networks and local distribution systems. Because several transmission lines can converge at major substations, damage to strategically important facilities could have consequences beyond the immediate area.

Wellinghoff first raised concerns after a 2013 attack in which gunmen damaged 17 transformers at an electrical substation near San Jose, California. A subsequent analysis by FERC examined the potential consequences of simultaneous attacks on major substations across the country’s Western, Eastern and Texas interconnections.

The scenario described is not a prediction that the United States is about to experience an 18-month blackout. Rather, it illustrates how difficult recovery could become if multiple critical pieces of infrastructure were damaged at the same time.

Aging equipment adds to the concern

Large power transformers are particularly important because they are difficult to manufacture and replace quickly. A recent summary of reporting on the issue noted that replacement lead times can extend to more than two years in some circumstances, while domestic manufacturing capacity supplies only a portion of U.S. demand.

That creates a potential vulnerability: if a large number of critical transformers were destroyed simultaneously, utilities could face a lengthy process to obtain replacements and restore full service.

At the same time, grid experts emphasize that the U.S. electricity system contains multiple layers of redundancy. The North American Electric Reliability Corporation’s chief engineer, Mark Lauby, has argued that the complexity and redundancy of the grid make a cascading nationwide failure unlikely under ordinary circumstances.

Indiana outage highlights the stakes

The situation in northwest Indiana provides a more immediate example of how damaging a major weather event can be to local electricity networks.

A powerful storm on August 11 caused extensive damage to trees, power lines and electrical infrastructure in the region. Thousands of customers remained without electricity days later, with outages affecting Gary and surrounding communities.

For residents who lose power for days rather than hours, the consequences can quickly extend beyond inconvenience. Water systems, communications, businesses, transportation and other services can depend on reliable electricity.

The Indiana outage is not evidence that an 18-month nationwide blackout is imminent. Instead, it demonstrates how vulnerable communities can become when significant portions of the local grid are damaged and restoration takes longer than expected.

A warning about preparedness

The renewed discussion over grid security comes as electricity demand continues to grow and the country faces the challenge of maintaining aging infrastructure while expanding transmission capacity.

A prolonged nationwide outage remains an extreme scenario, and grid operators have safeguards designed to prevent localized failures from spreading across interconnected systems. Nevertheless, experts say the possibility of deliberate attacks on critical infrastructure underscores the importance of protecting key facilities, maintaining backup systems and ensuring that replacement equipment is available.

For communities currently dealing with extended outages, however, the issue is much more immediate: restoring electricity, protecting residents and rebuilding damaged infrastructure.

The experience in northwest Indiana serves as a reminder that even without a nationwide catastrophe, severe weather and infrastructure failures can leave communities without reliable power for more than a week.
